IT Project Manager – Municipal Public Sector

I am currently recruiting an IT Project Manager for a municipal public sector organization committed to modernizing its digital services and developing high-performing technological solutions for the community.
This is a strategic temporary mandate within the IT Project Management Office (PMO).
Mission
Reporting to the Head of the IT Project Management Office, you will be responsible for the analysis, recommendation, implementation, and delivery of the technology projects assigned to you.
You will play a key coordination role between users, internal teams, and external partners, while ensuring rigorous management of budgets, risks, and timelines.
Key Responsibilities
Identify business needs and recommend reliable, comprehensive technology solutions
Assess implementation and operating costs for projects
Prepare technical specifications and IT request-for-proposal (RFP) documentation
Ensure delivered solutions meet the defined business requirements
Take full ownership of project delivery from planning to completion
Maintain close follow-up with internal and external stakeholders
Keep the application infrastructure architecture documentation up to date
Act as an advisor to users regarding web and mobile technologies
Participate in the development of web systems (functional analysis, programming, testing, documentation, training, and deployment)
Perform web application development when required
Monitor emerging technologies and propose strategic orientations
Contribute to budget preparation and cost control
Apply the organization’s internal project management methodology
Support the IT business continuity management team and assist the organization during crisis situations
Your profile
We are looking for a structured, autonomous, and performance-driven IT project manager capable of operating in a public-sector environment governed by strong governance requirements.
Requirements
Bachelor’s degree in Computer Science or a related field
Minimum 3 years of relevant experience in IT project management
Project management certification or training (asset)
Business analysis certification or training (asset)
Strong knowledge of web technologies
Experience in the municipal sector (asset)

Salary Grade 5 – minimum annual salary: $88,652
